Progress of Construction
1. Subsequent to the update on 29 Sep 14, DG AFNHB and Principal Director
Works visited Meerut site on 11 Nov 14. Dr. SP Singh MD of M/s OMAXE (Civil
Contractor) and the Architect M/s Garg Associate were also present at site.
The current progress was reviewed and the quantum of balance work assessed.
2. The Boards deep anguish on the slow progress and the severe
criticism from the allottees on the failed timelines were highlighted to the
contractor. Dr. SP Singh MD of M/s OMAXE apprised that the delays were
primarily due to severe financial constraints faced by the company. However
he assured the DG that they are committed to complete the project at the
earliest and will definitely increase the man power and resources at site by
end of Nov 14. He assured the DG to complete the FOUR blocks (Officers Cat-2
nos & Airman/Sailors -02 nos) by Apr 15 so that AFNHB could start the phased
handing over of completed blocks and balance work on 04 blocks would be
parallelly completed by Nov 15.
3. Specific directions have been issued to the contractors, that by
the month end of Nov 14, the man power at site should increase to 200 nos
and by end of Dec 14 to 300 nos with sufficient materials and resources. Any
failure to achieve the timelines will result in issuing of termination
notice and carrying out the balance work at Risk & Cost to M/s Omaxe.
4. A bar chart to complete the balance work in a fixed time schedule
was also prepared and handed over to the contractor for adherence. He was
again cautioned that any failure on the progress at any stage will not be
acceptable and the Board would without waiting any further, terminate the
contract and carryout the balance work at his Risk & Cost since further
delays were unacceptable.
5. The next meeting to review the progress at site would be held
during first week of Dec 14 and all allottees will be updated accordingly.
PROJECT Update (28 Nov 14)
1. In the past few weeks, the progress on the site has suffered due to
inadequate resources and inadequate man power deployed by contractor.
The contractor has been citing financial crunch.
2. Consequently, the Board had issued the Show Cause notice to the
contractor and warned to cancel the contract and carry out the work by
third agency at his risk and cost.
3. However, recently the civil contractor has approached the Board
seeking mobilization advance against Bank Guarantees in order to infuse
funds in the project and achieve the desired progress. The Board has
facilitated this and we expect the work to pick up and progress
satisfactorily. The Board in order to safeguard the allottees interest
had been insisting for the BGBs so that allottees interests are not
compromised. The advance will carry the necessary interest which will be
ploughed to the Project by the Board. The Board will take the final
decision by 15 Oct 14 and intimate the allottees.
4. Please be assured that the board will not spare any efforts at
closely monitoring the work and ensuring that work progress at brisk
pace to make up for lost time.
