UPDATE ON KOLKATTA PHASE III AFNHB PROJECT

1.    You will be pleased to note that after considerable sustained efforts, AFNHB has finally got the approval of the project from West Bengal Housing Industrial Development Corporation on 02 Feb 07. The tender bids for the construction of project have been received and with fervent efforts the tentative revised cost of the dwelling unit has been contained as indicated below:

Note : Cost of Parking / VAT / Service taxes as applicable shall be extra, prevailing rate of VAT is 4% and Service Tax is also 4% on contract value.

2.      It may be pertinent to mention that for the selection of contractor a Press Advertisements were released twice in newspapers, initially it was advertised in the Times of India and Telegraph Kolkata on 27 Feb 05 and subsequently on 01 Oct 05 in Indian Express Delhi and Kolkata edition. AFNHB shortlisted five reputed Contractors viz. M/s L & T, M/s Shapoorji and Pallonji, M/s Ahluwalia Contracts (India), M/s Unit Constructions and M/s Kunnel Engineers & Contractors (P) Ltd.

M/s L & T and M/s Shapoorji and Pallonji regretted to participate in the tender whilst M/s Ahluwalia Contracts (India) laid down various conditions on Mobilisation advances, price escalation etc. which are against the AFNHB Contract norms. Hence Commercial Bids were issue to M/s Unit Construction and M/s Kunnel Engineers & Contractors. The quote received from M/s Unit Construction Co. was substantially higher than that quoted by M/s Kunnel Engineers & Contractors.

3.      AFNHB has laid down rich specifications which included skin moulded doors, aluminium windows, granite kitchen counters, vitrified tiles in all rooms, swimming pool, a large community center, central parking plaza, interlocking pavers in stilt areas, landscaping, arboriculture and high speed lifts, besides 27 mt deep piles and earth quake resistant structure. Further the super area indicated at para 1 above are the enhanced areas as desired by allottees during the plan finalisation meeting held on 29 Jun and 04 Aug 05.

4.      There has been no doubt as increase in the cost as against that anticipated at the time of the launch of the project. However, the cost indicated above is based on the land cost fixed in 2003 and lowest possible construction rates which are substantially lower than any other similar project in the vicinity. Allottees who desire to opt for a change in the type of DU may intimate the same to AFNHB by 30 Apr 07. The change would be subject to availability, it may also be noted that change to a higher type of DU would attract equalization charges on the difference of cost as per AFNHB norms.

6.      The inaugural function has been scheduled on 27 Apr 07 at 1100 hrs at project site. Allottees alongwith their families are cordially invited to attend and grace the function. All allottees who are desirous of attending the inaugural function are requested to intimate the Project Director Cdr S.Mahapatra TF 09903019583 by 23 Apr 07 for necessary admin arrangements.
