ISSUE OF POSSESSION LETTER AND
FINAL PAYMENT - DEHRADUN SCHEME
1. This is to inform you that the handing over of dwelling units is planned from Apr 07 onwards. The possession letter can be collected w.e.f. 20 Mar 07 from AFNHB HQ at Delhi. However please note that the issue of possession letter does not necessarily imply handing over physical possession of the dwelling unit on the same day.

2. The possession letters will be issued to those allottees, from whom full payment and equalisation charges, if applicable, has been received at AFNHB office as per statement enclosed(Appendix 'A'). The payments would be accepted by AFNHB at the time of collection of possession letter in the form of Bank Draft/Pay Order only, favouring Air Force Naval Housing Board payable at New Delhi. NO CHEQUES ARE ACCEPTABLE.

3. Those allottees who are unable to present themselves for collection of the possession letter are to execute a Special Power of Attorney in the name of any individual as deemed fit by the allottee and a copy of the same is to be sent to this HQ at New Delhi .

4. The original Power of Attorney will have to be produced by the representative of the allottee to the Board officials issuing the Possession letters without which possession letters will not be issued. The format of Power of Attorney is placed at Appendix 'B' to this letter. Please note that the executor as well as the Power of Attorney holder should sign the Power of Attorney.

5. In addition, the allottees/Attorney holders are to produce the following documents at the time of collection of the possession letter:-
(a) Identity card/any other document such as passport, ration card, driving license etc. establishing identity.
(b) One, Ten Rupee blank non-judicial stamp paper for executing agreement with the Board.
(c) Fresh Affidavit as per format enclosed at Appendix 'C' duly notarised.
(d) Indemnity bond as per format at Appendix 'D'.
(e) Photocopy of Pension Payment Order, if retired.
(f) Certificate from loan advancing authority, stating that due instalment and interest is being paid by you to bank/FI regularly and there is no default on this account.

6. The last date for taking over physical possession of the dwelling unit is 31 May 07. The allottees are advised to report to the Project Director with the possession letter at 10 a.m. on the scheduled day so as to enable him to hand over the dwelling unit on the same day. If any allottee fails to take possession on or by the promulgated date then overhead charges at a flat rate of Rs.1000/- per month or part thereof will be levied from the scheduled day onwards. This amount will be accepted by the Project Director, by a demand draft/pay order in favour of AFNHB payable at New Delhi prior to physical handing over of the dwelling unit. Please note that in case the possession is not taken over by 30 Jun 07, the allotment is liable to be cancelled by the Board.

7. The due date of last instalment is indicated as 31 Mar 07 in the final financial statement placed at Appendix 'A'. However the allottees are at liberty to make this payment before 31 Mar 07 to avail tax benefit in this year or before collection of possession letter. As the final instalment is frozen as on 31 Mar 07, no equilisation charges will be levied even if any one makes the payment of last instalment after 31 Mar 07 but prior collection of possession letter. However payments received within due date i.e. 31 Mar 07 shall not attract any interest & shall not be treated as advance payment. If payments are received beyond the scheduled date of handing over, equalisation charges for entire period alongwith overhead charges of Rs.1000/- per month, shall be charged from allottees. Therefore, you are requested to pay full amount well in advance, (at least 10-15 days in advance) from the scheduled handing over date. Those allottees who are willing to collect the possession letter directly at Dehradun must indicate their option by 30 Mar 07 so that the possession could be sent to Project Director under intimation to you.

10. Cost of extra construction area of 186 sq ft has been negotiated with contractor at Rs.1.0 lacs per allottee against Rs.1.59 lacs. Escalation in cement and steel prices has been charged Rs.39,000/- per allottee. Service tax has been imposed by the Central Govt. which has been charged Rs.50,000/- per allottee. AFNHB is taking up the issue with appropriate authority for exemption of service tax, in case exempted, the same will be refunded. Details of extra amount to be paid is given below : -

12. Any grievances / complaints shall be entertained at AFNHB HQ only and any such decision in this regard by AFNHB shall be final and binding on the allottee (s) regarding payment and any other financial matter.
